Manager of Capital Projects

The Role:

Reporting to the Director of Engineering and Operations, The Manager of Capitol Projects will have a passion for the design and construction of municipal infrastructure, including water systems, sanitary sewers and drainage systems, road networks as well as a strong background in staff development, mentoring and coaching.


Technical Responsibilities: 

  • Responsible for the implementation of the City’s capital program including project management, engineering design, tender preparation, construction, inspection and record drawing completion.
  • Delivers the capital program using a combination of engineering consultants and Engineering staff.
  • Reviews and seals construction designs and record drawings for capital works completed by the division.
  • Arrange and/or attend meetings with stakeholders to coordinate and inform the public about upcoming projects and to mitigate impacts.
  • Prepare and present reports to senior management as well as Mayor and Council.

  • A university degree in Civil Engineering or a diploma in Civil Engineering Technology combined with significant knowledge and experience.
  • Five years’ experience working in or with municipal engineering departments.
  • Experience and practical knowledge of the methods, practices, techniques and equipment used in the design and construction of municipal infrastructure.
  • Registration (or eligibility for registration) with the Association of Professional Engineers and Geoscientists of British Columbia or the Association of Applied Science Technologists & Technicians (ASTT).
  • Knowledge and experience with Master Municipal Construction Documents, preferably certified by the association as a Contract Administrator.
  • Experience in the preparation of technical reports and presentations for a variety of audiences including Mayor and Council and the public.
  • Prior Management experience is an asset.
  • Strong communication and leadership skills.

  • A sense of humour.
